How MPF is calculated

On a formal entry (generally customs value above $2,500, or any entry under AD/CVD or quota), MPF = customs value × 0.3464%, kept between the minimum and maximum:

  • $5,000 → 0.3464% = $17.32 → minimum $34.58 applies
  • $20,000 → $69.28
  • $250,000 → 0.3464% = $866.00 → maximum $670.86 applies

The minimum binds below roughly $9,983 of customs value, and the maximum above roughly $193,666.

How HMF is calculated

HMF = customs value × 0.125%, ocean only, with no minimum or maximum. A $20,000 ocean shipment pays $25.00. Air, truck and rail imports pay no HMF.

Exemptions

Originating goods under several free-trade agreements (including USMCA) are exempt from MPF when the preference is claimed. Exemptions vary by agreement; check CBP's MPF table. Duty-free goods are not automatically MPF-exempt.
