Duty on a US import is the sum of several layers. We start with the column 1 general rate from the live USITC HTS (or the special or column 2 rate where relevant), then add the Chapter 99 tariff actions in force on 21 Oct 2026:
- Section 301 forced-labor tariffs (from 24 Jul 2026): +10% or +12.5% for most covered economies; a 10% or 12.5% floor for the EU, Japan, Korea, Switzerland and Taiwan. Section 232 articles and USMCA duty-free goods are exempt.
- Section 301 China: 25% (Lists 1-3), 7.5% (List 4A), and higher rates on certain strategic goods. Stacks with the other layers.
- Section 232: steel, aluminum, copper, autos and parts, trucks, lumber and wood products, and more. Where 232 applies, the forced-labor 301 does not.
Then we add the Merchandise Processing Fee and Harbor Maintenance Fee. Full detail is on the methodology page; for total cost including freight use the landed cost calculator.
